After you accept the School License invitation, you can no longer create student accounts. The School Administrator adds students who are then available to you to add to classes and assign projects to.

The only exception to this is if you allow the students to register their own accounts using the School/Educator code provided on your account dashboard. Please ensure that you have the permission of the administrator of the School license for the students to register their own accounts. Please also check that students do not already have account an account which was created for them before allowing them to register accounts for themselves.
